Sets a customer's low-balance alert level in USD, or clears it with null. When a charge takes their Wallet from above the level to at or below it, wallet.balance.drop is triggered for every endpoint subscribed to it. A customer with no level uses each endpoint's own threshold instead. The saved level is returned as lowBalanceAlertUsd by Get a customer's wallet ledger.
